Adding Flexibility for the user to input more household and person values and behavior

As we consider future scenarios around CVs / AVs / EVs we might want to input given household and person characteristics as inputs and overwrite the "intelligence" in activitysim for a handful of behavior and choices.

Some examples of hh/per aspects that the user might want easier control over:

• value of time by traveler, would be input at the household and person level as opposed to calculated.
• auto operating cost by driver. Requires an update that ActivitySim attribute every traveler with an auto operating cost and using the cost by traveler as opposed to a global auto operating costs.

Related, the user should be able to specify the fields from RAM that they would like output for given output tables like, households, persons, trips, tours... Basically any output csv, the user should have control on which information gets output to csv. The value here would be ensuring that internal calculation steps of interest, like value of time, can be exported.
