Ran wp scaffold plugin to introduce files to prepare for future unit testing.

@pgraham3 In addition to running the scaffold, I updated to support translations thru most of the settings page.

At AC we are having to use CircleCI, however. Can you please regenerate the scaffolding with CircleCI instead? --ci=circle option should do it.
