actions-tagger Node v16 actions are deprecated, bump to Node v20

Dependent workflows are currently generating this annotation:

I just noticed that you already did in 0e581bd7e3b0384fd3342f3e20f5e32c6c14be3c, but the v2 tag is not yet pointing to the updated version ;)

@smac89 Any chance we can sort this out? Maintaining github actions is a PITA, maybe you want some help? I happen to have multiple ones published and I can say, having more than one maintainer is such a relief.

It would be better to update directly to Node.js v24 as per https://github.blog/changelog/2025-09-19-deprecation-of-node-20-on-github-actions-runners/
