Issue, Server Cannot Bind after Delete/Reinstall of Server

I was having some issues with krita (worked perfectly before, honestly I don't even remember the issue I was having) so I uninstalled the server by deleting it's folder and reinstalled. Now it can never connect to server, "cannot bind to server". I've tried changing the port number multiple times but it still cannot connect. I even completely deleted krita and reinstalled the plugin with the newest version and still the same issue. Please help me.
