You definitely can according to Github Terms of Service, all repositories can be forked and contributed into, doesn't matter if they have license or not. Of course that is legally possible solely on GitHub, you can't modify/distribute the code in this repository legally elsewhere without license or without permission of the creator, as it is copyrighted by default.
