[TASK] importFile names are unique (even after the item was deleted!)

Current Behavior

after you deleted an importFile activity in the GUI, trying to rename / or create a new importFile activity to bear the name of the deleted will result in an error in GUI.

the assumption is, that importFile activities are never fully deleted but just marked as deleted internally.

Expected Behavior

we should be able to re-use importFile names (or be able to restore deleted ones
