[BUG] gitub workflow for npm publish does not trigger on published draft releases

Current Behavior

npm publish action is run on "create" event for a release

Expected Behavior

it should be run upon "published" event why? https://docs.github.com/en/actions/learn-github-actions/events-that-trigger-workflows#release

Steps To Reproduce

1. create a draft release
2. publish it
3. no actions executed
