[BUG] order of automation activities seems to sometimes change during retrieve or deploy?

Current Behavior

it seems that sometimes the order of activities in a step seems to change. it is unclear if that happens during retrieve or during deploy.

Expected Behavior

order of activities should never change unless the user actively changes the order on purpose

Steps To Reproduce

unclear how to reproduce it. we saw it happen as part of the PR for project ticket MKT-5447
