Wrong version number for 0.4.0

Hi, version number of release 0.4.0 should be fixed.

Consul Alerts 0.3.3

I just noticed this, and was confused. Similarly, when I downloaded and unpacked the latest stable release, I found the 0.3.2 version confusing:

% /usr/local/bin/consul-alerts --version
Consul Alerts 0.3.2

Should we ignore this, is it a superficial error?

The latest stable showing up as 0.3.2 is caused by this https://github.com/AcalephStorage/consul-alerts/issues/133
