integrate chopsticks e2e tests to CI

currently for each new runtime, we need to:

• update CI to use mandala with new runtime, and tests the compatibility [AUTO]
• use chopsticks to test karura/acala with some basic operations [MANUAL]

if we add chopsticks part to CI, it can:

• make the second part automatic
• make CI tests more thorough for each commits, since it also tests karura/acala in addition to mandala
