Refactor project setup

We should have two workspaces, one for the runtimes, and one for the node binary. The runtime part will be similar to https://github.com/polkadot-fellows/runtimes

In this way we would be able to perform upgrade of polkadot-sdk independently. i.e. upgrade runtime without the needs to upgrade node binary and vice versa
