If min gpus is not set, rqd cannot receive job

Describe the bug A clear and concise description of what the bug is. How to set min_gpus in the submitted job? I tried to search for relevant parameters in CueSubmit, but I couldn't find them. I finally found in CueGUI that I could reset the layer parameters for the layer, but this requires manually inputting after submitting the task. Can I directly submit the job to set min_gpus To Reproduce Steps to reproduce the behavior:

1. Go to '...'
2. Click on '....'
3. Scroll down to '....'
4. See error
