Migration to Dist::Zilla

I'm a Regexp::Common user and found the distribution listed at CPAN Digger as missing metadata.

After taking a look at the repository, I decided to migrate the distribution to start using Dist::Zilla and make things easier to maintain it, besides fixing the missing metadata.

Features in this PR:

• checking minimum perl version with Dist::Zilla plugin
• automatically versioning handling for all modules by using a Dist::Zilla plugin
• migrated the README to markdown format
• removed author tests that are not required anymore because Dist::Zilla already handles what they were testing
• fixed the author test for searching pending commits
• a cpanfile is now added automatically to new releases
