[Feature Request]: API: Get /upscalers doesn't return built-in Latent upscalers.

What would your feature do ?

Currently, to my knowledge, there is no way to have api access to the Latent upscalers used in highres fix for instance.

Proposed workflow

We could either return them with the other upscalers via GET /upscalers or perhaps create a distinct endpoint if the separation of concerns is an issue.
