Rename Apply and Restart to Update and Restart for clarity of the action.

What if someone thinks "Update" means update extensions? Changing the text is easy, but will make people confused.

That is what it means. Check for updates, then update the extensions.

If you want to disable some other extensions by unticking them, it will not update the extensions, just disable

Oh right, so Apply is a catch all. Ok. Fair enough.
