Move CLIP skip from settings into generation options

Related: #2233

Moves the CLIP skip slider from the settings into the txt2img/img2img parameters. Makes it easier to remember its there, for a time I accidentally had CLIP skip set to 2 for several days and was worried I couldn't reproduce my old seeds

In case anyone else has the same need - you can move the slider to the top of the screen (always visible), by going to Settings tab, and then go to the Quicksettings list option and put in CLIP_stop_at_last_layers.

It will show at the top next to the Checkpoint dropdown list.

image this is a very crucial feature for seasoned users who uses colab. I know this might looks like clutter to new users.
