[Feature Request]: Allow for Scaling below 1.0 under Extras

What would your feature do ?

Allow down-scaling under the "Extras" Tab to lower the resolution of an image without changing the aspect ratio. I would propose that because of the current limitation of not being able to display large images in Gradio

Proposed workflow

1. Go to Extras
2. Upload Image
3. Select Scaling
4. Select value under 1.0 to downsample

You can do this from the "Scale To" tab, or by editing extras/Resize/minimum in ui-config.json.
