add japanese localization 日本語化

~~As for the settings, it is WIP.~~ It is now in a reasonable state of practical use. それなりに実用に耐える状態にはなりました。日本語話者のユーザーの方は、以下からダウンロードして使うことが出来ます。( Japanese-speaking users can download and use the software from the following links.) https://github.com/yuuki76/stable-diffusion-webui/raw/ja-translation/localizations/ja_JP.json Most of the main UI has been translated, but due to the lack of Japanese resources, it would be difficult to understand if everything were translated, so it has been intentionally left untouched.

I think it shouldn't be in the main repo, because it's optional for every person If someone is from Germany, why should he have Japanese localization? I think there should be a wiki section for it where people will be able to download any localization that they want

I think it is appropriate to include all localized files that can be used, since it is better to clone them and use them right away. I understand and agree with your point, but I don't see any particular point in excluding files that are only a few dozen KB (not looking into community policies and aesthetics).

@cvb011 I promise to waive and not exercise all rights to my translation files, so feel free to include them in your repository if you wish.

I don't mind localization files I'm never gonna use if they're just a few KB - they're in every other application too. With languages being tracked in the main branch, you'd have the advantage of not having to worry about updating it - which is a big deal for this repo, which changes and adds fields every couple hours. Ideally, you'd be able to pick and choose which languages you want to include and update automatically, but that's considerably more complex - maybe there's a tool that does exactly that and is easy to implement.
