Add actions/stale workflow to automatically close issues stale for 14 days
This PR adds stale.yml which marks issues in which there is no activity for 14 days and PRs inactive for a year as "stale".
If these issues/PRs remain stale for 3 days, they will be automatically closed.
Why would you close issues after 17 days, even if they aren't fixed?

Well, if it hasn't been fixed in 17 days, it's unlikely to ever be fixed. The issue author can also always comment back at any time and, AFAIK, this workflow will reopen the issue.
I suppose it could be improved by exempting any confirmed bug.
As for why this is necessary, look at the open issue count. Most of them are either lacking in any information or frivolous. A good amount are already fixed.
i agree with such a feature and i've said as much here https://github.com/AUTOMATIC1111/stable-diffusion-webui/discussions/2601 , most people forget about their opened issue as soon as it was fixed and often times the issue stays open
of course there are exceptions and in those cases a manual override of this bot is needed, either by the issue author or one of the maintainers of this repo
