[Bug]: script_callbacks.on_ui_tabs() doesn't work for certain users

What happened?

Certain users reported that, my Extension that utilized script_callbacks.on_ui_tabs() to add a new Tab does not show up in their UI in this issue.

However, I've personally tested on my 2 systems across Webui v1.6.0 to v1.8.0, and did not have this issue.

I've also instructed them to test another Extension, which also works on my systems as well. But one user reported that it still doesn't show up either.

Furthermore, apparently they do not have any errors in the Console either...

Steps to reproduce the problem

1. Install any Extension that adds a new Tab
   • eg. depth-lib or old-photo-restoration
2. See no new Tab...?

See new Tab in the UI

Update SD from 1.6 to 1.8 pop up basicsr errors not related to the extension, installed BOP and Depth Lab, both not showing. New install 1.6 with BOP and Depth Lab, only Depth Lab tab show up. New install 1.8 with BOP and Depth Lab, both not showing. Tried on C: F: does not seems to matter. Tested on Firefox, Edge and Chrome same results.
