Docker: compile errors on cryptography-lib which needs rust >=1.41 which is only in alpine 3.12

I tried an docker build and discovered that it doesn't work. Here are the reasons

• compile errors on crypthography-lib which needs rust >=1.41
• rust 1.41 is only available for alpine 3.12
• there is no uwsgi-nginx-image for alpine 3.12
• but everybody who wants to run askbot in docker could leave a thumbs up for this issue
