RFE: Flags beyond "offensive"

Right now, the only way to report a question is to flag it as "offensive". We certainly don't want that, but there should be flags for other situations, like:

• spam
• not offensive per se, but not nice
• needs formatting help
• needs moderator help for some other reason

and possibly others.
