ROM setting to control reset on CDC break

Add a ROM setting with .cfg file that allows the user to control whether a CDC break performs a target reset.

On macOS, closing a serial tty always sends a break. This can be very problematic for running certain CI test suites.

There are probably other reasons users would want to disable reset-on-break, as well.
