low GPU usage

I was training the model on tesla v100 GPUs and CUDA version is 11.0. However, I realize the volatile GPU-util remains 0%, which means the GPU was not in fully utilized state. Do you know how to solve this problem? I would be much appreciatied if you could solve my problems.
