Replace RSL Functionality

Since there are a variety of issues with the RSL package, and it is no longer supported by NASA (see #1249 ), we should work to replace the functionality in Py-ART including:

  • [ ] FourDD Dealiasing
  • [x] Sigmet Reader

After some discussion, it makes sense to suggest users use the region-based dealiasing and remove the FourDD technique all together in Py-ART 2.0.
