Migrating PPI/Lidar etc Data to xradar

After a discussion on the ACT call, we decided that it would be best to migrate radar/lidar data readers such as the mpl.py to xradar and then utilize xradar to plug in the data to Xarray Datasets as it fits more into that scope.
