Support for Writing ICARTT formatted files

While support for input of ICARTT formatted files has been created, support for writing ICARTT formatted files is needed for collaboration with airborne platforms.

@jrobrien91 sounds like the BSEC folks might be interested in this type of writer as well.

@AdamTheisen sounds good. I'll move this up my to-do list. Time-series based writer is finished. 2D data (binned spectrometers) need to be included and more testing added
