feat: Filter conditions experience requirements in API portal

Description

1. Currently, all options are selected by default, and the selected items are displayed. However, if I use filtering criteria, I only want to select one type or label that I want. In fact, the current experience requires me to uncheck all the options I do not want to achieve this. Is it possible to not select any filter options by default when displaying all APIs? Only filter when I click on one or more filter options?
2. BUG: Currently, I must select the category to which the target API belongs and the tags it has for that API to be displayed. If I only select its category and do not select any tags, I will not get any results.
