Standing Sign Fix

Describe the bug Some craft signs like cruise signs cannot be a standing sign. I'm sure there are others but I can't think of any. If the craft sign is unable to function as a result of it being a standing sign, the plugin should detect that and give players a feedback message.

To Reproduce Steps to reproduce the behavior:

1. Place a cruise sign that is standing
2. Pilot the craft the cruise sign is on
3. Right-click on the cruise sign

Expected behavior Feedback message that tells players that they cannot do this (for now) and probably make the sign a blank sign as well. Should check if the cruise sign is allowed to be placed similar to how the permissions system blocks the sign from being made.

Rather than wait for a click, feedback could happen on placement.
