1.16.5 and lower moving tile ticks

Describe in detail what your pull request accomplishes

This pull request allows tile entity ticks to be moved by crafts, allowing redstone, fire, furnaces and such to function properly on a moving craft. Currently, this is only implemented for 1.16 and 1.14.
