RFC: zstd on retro

dpkg 1.21.18 (Jan 2023) now has zstd support, so the points in https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=892664 are relevant again. The good thing about zstd is that ~~it's cool and shiny~~ it decompresses fast regardless of compression level. The files are larger than xz, but again it's faster than gzip and smaller than lz4.
