Incorrect usage of FAIL_ARCH matches ppc64el accidentally

There're five packages in tree currently use ppc64 in FAIL_ARCH. Unfortunately, it seems that it's not clear to developers that this token matches both ppc64 and ppc64el. This issue tracks the review of the usage of ppc64 in FAIL_ARCH. Please mark the task as done directly if the usage is intended or append pull request number after the package name if the usage is fixed. To match only ppc64, use ppc64$ as the token.
