Use RedHat defaults for ssl_cert_file and ssl_key_file

The default location for ssl_cert_file and ssl_key_file is $PGDATA, and on RedHat I don't think we need the "snakeoil" key, so make a change so that RedHat uses the expected defaults, and generates the keys if necessary.
