At this point you could try to bisect to find out which 1.25 commit introduced this, that would be really helpful.

So maybe 1.25 is faster than 1.24 because it includes the fix for #71981? Have you tried uninstalling that "Microsoft PC Manager" mentioned in that issue? A few people there...
