allow use case specific context settings as monolithic configuration

It would be nice to have a possibility to configure context information of modules and components in one configuration file like:

main.window.. = files.attachment

Therefore only small extensions/changes have to be made in OntoWiki_Controller_Component to read and maybe to override existing module / component context configurations .
