Integrate workflow to use OW without SysOnt

In order to use OntoWiki connected to a remote SPARQL endpoint it is necessary to remove the constraint of having a SystemOntology available in the store. Therefor a new configuration is needed (sth. like useSysOnt = false). All location where information from Sysont are needed have to be covered. A combination of this option and the disable ACL will bring OW in a state to use it as a visualization tool for remote SPARQL endpoint.
