Logitech cameras seem to be tricky to manage, however, if Droid Cam also doesn't work I think the problem can be due to some windows privacy rule or antivirus blocking...

I also have the camera in a similar position. It sounds like you have swapped axes in Opentrack (Opentrack>Options>Output).
Are you using the latest version (v0.6.3)? Happens the same with all the trackers? Have you tried different distance parameter values?

What's the content of the log file?
That camera resolution seems odd. That's probably the issue.
