WIP: Multizone updates and ISMR

This is a branch with various improvements to the functionality for multi-zone runs, including internal SMR levels, written by @hyerincho.

This shouldn't be merged in its entirety -- I've opened the PR just to keep track of the full changeset. Instead, we'll be splitting off pieces (bugfixes, then features) to merge upstream in separate PRs.
