KHARMA should get one last release on the old Parthenon, and pretty soon.

Highlights:

• Magnetic field cleanup for face-centered fields, allowing resizing more simulations (to resize SMR simulations see #109)
• Fixes for polar mitigations (B3/T3/U3 averaging), including better ImEx driver support
• Add an input deck of modified parameters when restarting, e.g. ./run.sh -r restart_file.rhdf -i new_input_parameters.par

To merge:

• Faster implicit solver for AMD hardware -- need to make it optional, as it's slower most other places (#78)
• Parameter updates -- need to overhaul/modernize more parameter files, especially tori (#94)
• INCITE Miscellany
