[Developer community][Demo]: How to solve Issue and pull request to win ELF reward?

Method 1: GitHub Procedure:

1. From the Issue that is open to the community, claim an issue that you think you can solve.

• Comment under the Issue and confirm the reward range with the team
• Confirm the corresponding reviewer with the team. (General the reviewer is the current module's developer)

2. Understand the requirements clearly, submit the solution, submit the DDL, and get approval to start working.

3. Create Pull Request and add [WIP][Community] to the title.

4. Subdivide the task and mark each task's deadline.

5. After completing the PR, add [Review] to the title.

6. The team member will start reviewing when they saw it

7. After Team reviewed, will remove [WIP][Review] from the title and wait for the final review.

Method 2: Better Code Hub Self-issue Issues with Better Code Hub Link: https://bettercodehub.com Procedure:

1. Go find aelf project and click Analyze

2. Check the results and select the corresponding question, follow the prompts to issue an Issue.

3. Please add Issue and start the title with [Developer community].

4. After the Issue is completed and proposed the solution and DDL, the team will give the ELF reward range and confirm it.
