not sure if its possible in this case but there's a windows basic enabler that has this would be useful for stuff like excel that shits the bed at some color configurations

Unfortunately this is not possible. To achieve proper Classic Theme, any sort of theming in the system must be disabled. Otherwise DWM would still be able to draw windows with the system theme. UWP is a weird exception. The theming for that is baked into the UWP framework so that’ll always be themed. You could make a script that disables SCT, launches Excel, waits a few seconds and then re enables SCT. I’m going to let this open because I might want to add in functionality that does exactly that.
