The Windows10 version opens the page to create a digital library and it is stuck

Could you add a screenshot of the screen, I'm not really getting what Digital library is

FWIW I've seen a similar issue in Android as well, it has happened a total of two times and I haven't found a good way to reproduce. It usually manifests as the app opening into the "Create Vault" page, putting any master passwords results in the app permanently crashing; seems like it's trying to open the vault but doesn't know what to do since a vault already exists but it doesn't find it.

I usually "fix it" by clearing all the app data and setting up again, which is obviously not ideal.
