"smooth scrolling" Tweak breaks scrolling in "MPUtils Basic Tools" ingame changelog window

MPUtils Basic Tools adds a feature to load an external changelog and show it in game. While the "smooth scrolling" tweak is enabled you're unable to scroll in the changelog UI and read through longer textfiles.
