Army Level XP progression

Because of adaptation to JAGS, unlocks aren't counted anymore.

Basically the file in /Scripts/Be_modul.sqf need a rework both in theory and code to make the progression better. Right now it's just gated behind reaching the cap and money.

I think this issue is not relevant anymore as we don't have unlock system in the arsenal anymore. @StefArma re-open if i'm mistaking.

The point is:

gaining FIA level = spend money.... it's bad imho, those costs were invented by me on the fly, not even sure if they're proportioned at all.

I don't care about unlocks, it would be a nice thing to invent some progression way to gain FIA level instead of "purchase" with money
