[Feature Request]: IPSubnet blocking

Description
That you can ban an IP Subnet, this would be useful if someone bypass his ban and every account is from the same Subnet and not from the same IP
I'd like this as well. About a year ago, I had a guy joining on a new Java account and IP address each day to steal things. The IP addresses always had the same first 3 numbers and were from a VPN. The player was obsessive and did this for a few months. Had I been able to block the range of IPs, it would've saved me from quite some annoyance. I looked for other plugin solutions at the time, but it did not seem that there was anything functional out there. All the suggested solutions, like iptables, were things I could not do on shared hosting.
