Guarantee the atomicity of reloading configuration in the documentation

We should document the fact that /libertybans reload is atomic with respect to the configuration and can be performed on a live server with no service interruption. Reloading addon configuration with /libertybans addon reload <addon> will be likewise atomic.

However, /libertybans restart is necessarily different, since it must shut down and restart the database and caches.
