User Options via Roles/Groups

Is your feature request related to a problem? Please describe.

I want to discuss a generic way of setting user Options on SSO Login. I'm currently interested in setting whether a user is allowed to Download Media. (Option in User Settings).

Describe the solution you'd like A simple way in the SSO Plugin would be, to add another "Roles" Field to let the Admin put a group/role name. When the user is in that group, it can Download media.
