Document the bootloader-only downloads (and how to flash)

There should be a section to download the 'bootloaders'. it should be more obvious. We release Debian and OE builds, but also bootloaders. right now it's not very clear for users.

if user follows https://www.96boards.org/documentation/consumer/dragonboard410c/installation/ and choose 'fastboot method' it is unlikely that he will know what to do .

@ndechesne I'll add a download section for bootloaders and link that into both fastboot installation method and a new board-recovery doc, I'll see if that's required for 820 as well.
