Voltage Reading Question

Quick question on the voltage reading part of the PCB design. Why is the voltage divider/ADC connected to LDO_ENABLE ? How does this give you a voltage reading? Shouldn't it be connected to VBAT+

Love the design overall I'm going to build a few and try a PIR variant.
