Add 'direct dial' option to Niagara button

Is your feature request related to a problem?

I want to call people using a memorized phone number quickly. I would want to use the dial page in my phone app for this, but I cannot create a shortcut for that action and thus also cannot bind it to the Niagara button.

Describe the solution you'd like

I would like the Niagara button to offer a direct option to open the dial menu or to be accessible as a shortcut.
